Strategic Leadership and Development Management
The discipline of keeping intention honest, translating what a client has set out to achieve into a strategy that is deliverable without losing what made it worth pursuing.
Principal-led advisory for complex development.
Development plans are conceived as economic transformations. They frequently proceed as concept design commissions. The gap between the two is where most development falls short. Altaprima works within it.
That gap calls for a different kind of engagement, not a discipline or a process, but a point of principal stewardship that holds from brief through delivered asset and operational transition. Altaprima exists to provide it, carrying ambition through to the reality it set out to become.
Peter Amato BSc (Hons), MRICS has spent three decades in development management and project delivery on masterplans, ultra-prime residential, mixed-use and landmark regeneration across the GCC, Europe, Asia and North America. Senior executive appointments at NEOM, The Crown Estate, Qatari Diar, Dalian Wanda and NYSE-listed Xinyuan Real Estate span the full development lifecycle, from greenfield inception, strategic visioning and investment structuring through planning, design governance, construction delivery and into operations.
Altaprima Development Consultancy - FZCO brings that experience directly to development principals and executives across the GCC. The platform is structured to work in collaboration with specialist teams and associate advisors around each mandate, while maintaining direct principal continuity throughout.
Development rarely unfolds in a straight line. Opportunities arise mid-stream, challenges emerge without warning, and the point where advisory input carries the most leverage is rarely the same from one mandate to the next. Altaprima deploys across the full development lifecycle, bringing the same principal-led judgement to a strategic question at inception, a delivery problem mid-construction, or a governance challenge at operational transition. That flexibility rests on command across the disciplines development actually requires, the ability to read a mandate from any point in its lifecycle and identify the opportunities to extend value from the baseline brief.
The discipline of keeping intention honest, translating what a client has set out to achieve into a strategy that is deliverable without losing what made it worth pursuing.
Engagement with the connective layer between spatial strategy, design briefs, technical disciplines, digital systems, and the wellbeing and quality dimensions that determine whether places succeed.
The structure that keeps a complex scheme moving with commercial discipline intact, operated with judgement close enough to the ground to act while decisions still hold value.
Where the capital stack, delivery costs and returns are held in alignment across the life of a scheme, with oversight of live forecasting reported at board and investment committee level.
Holding a development on its intended direction under the influences of competing interests, with sustainability and ESG considerations reflected in the governance architecture from the outset.
Each discipline is engaged individually or in combination, and always within formal written terms of engagement.
Altaprima’s engagement across the development lifecycle is organised around five disciplines. Each is deployed as the mandate requires, individually or in combination, and always within formal written terms of engagement.
Four formats, each under formal written terms of engagement scoped to the instruction.
An embedded senior appointment with the ownership and continuity of an executive seat.
Continuing counsel to a principal, board or investment committee on an agreed cadence.
A bounded assessment of a scheme, framework or investment position, with clear findings.
A fresh read scoped to diagnosis and re-setting, delivery leadership as a separate appointment.
The schemes below are drawn from senior executive appointments across sovereign, institutional and private development in the GCC, Europe, Asia and North America. Each was undertaken in that capacity, before Altaprima’s formation.
Kingdom of Saudi Arabia
Development leadership
A development brief without regional precedent, a mountain destination in north-west Saudi Arabia conceived around a landscape of extraordinary topography and climate, with a residential and hospitality offer that had to be established alongside the destination itself. Development leadership shaped the phasing and asset balance across its residential, hospitality and destination assets, establishing the commercial and delivery framework that translated the sovereign vision into a structured investment proposition within the wider NEOM portfolio.
London, United Kingdom
Development and masterplanning leadership
At The Crown Estate, one of the United Kingdom’s foremost institutional landowners, development and masterplanning leadership extended across its Central London portfolio. The brief was to reassess long-term value, identify where growth lay beyond the existing footprint and align that with the capital and place making objectives the estate was established to serve. The work established a strategic framework for repositioning one of London’s most significant commercial estates.
London, United Kingdom
Development and stakeholder management leadership
Chelsea Barracks was one of Central London’s most scrutinised development opportunities, a major site in one of the capital’s most prominent neighbourhoods. Super prime design ambition, heritage sensitivity and sustained public consultation had to be held in balance. Development and stakeholder management leadership for Qatari Diar, having supported the scheme’s original Candy & Candy development phase, directed the design management process from concept through to planning, and consent was secured, supporting Qatari Diar’s position on one of London’s most closely observed sites.
London, United Kingdom
Development leadership, multi-architect coordination
Multiple new buildings, several architectural practices, a joint venture partner and an incumbent global energy tenant each brought different objectives to a riverside site of major civic significance. Development leadership coordinated the design management process across every practice, aligning their outputs into a coherent strategy for planning submission with a shared vision for the site and its long-term potential.
Brooklyn, New York, United States
Development leadership, international portfolio
Xinyuan Real Estate, the NYSE-listed Chinese residential developer, entered the US market with a Brooklyn waterfront site, bringing listed institutional investment to the neighbourhood’s regeneration. Development leadership aligned design, amenity and delivery sequencing with the specific expectations of the US residential market, and continued into asset management and business operations following completion. The scheme was completed and sold.

Complex development succeeds where the intention set at inception survives the conditions of delivery, and where the judgement that carries it through is present at every decision that matters. Altaprima brings that judgement to sovereign, institutional and private development mandates across the GCC, principal-led, informed by three decades on the client side of complex schemes, and structured to work alongside the specialist teams each mandate requires.
